Patient Safety Culture Planning Strategic Management

Abstract

Background: Patient Safety Culture (PSC) was one of the main indicators of hospital service quality that played an important role in preventing adverse events, improving service quality, and ensuring patient safety. The World Health Organization identified patient safety as a global priority because approximately 10% of hospitalized patients experienced injuries that could have been prevented through an effective safety system.

Purpose: To review scientific evidence related to strategic planning management of patient safety culture in hospitals.

Method: This study used a literature review method. Literature searches were conducted through the PubMed, BMC Health Services Research, MDPI, AHRQ, and Springer Link databases using the keywords patient safety culture, hospital management strategy, patient safety planning, hospital safety culture, and patient safety leadership. The inclusion criteria were: (1) open-access articles, (2) articles published between 2024 and 2025, (3) studies discussing patient safety culture in hospitals, (4) quantitative studies, systematic reviews, or scoping reviews, and (5) full-text articles available. The exclusion criteria were: (1) studies conducted outside hospital settings, (2) editorials or commentaries, and (3) articles without full-text access.

Results: Based on the five journals reviewed, an effective patient safety culture planning strategy consisted of seven key elements: leadership commitment, open communication, non-punitive incident reporting, organizational learning, strengthening staff competencies, adequate human resources, and continuous evaluation.

Conclusion: The implementation of a comprehensive and systematic strategy contributed to the development of a strong patient safety culture and improved the quality of healthcare services.
