Barriers Construction Digitalization Drivers Occupational Health and Safety Management System

Abstract

Background: The global construction sector continues to face high rates of workplace accidents. Digital transformation offers significant potential to shift safety management from a reactive to a predictive approach; however, its field implementation still faces various operational challenges.

Purpose: To identify and analyze the drivers and barriers associated with the implementation of digitalization-based Occupational Health and Safety Management Systems (OHSMS) in the construction sector.

Method: A systematic review was conducted using PRISMA guidelines, evaluating six relevant articles regarding the integration of digital technology and OHSMS. Literature searches were performed via the Garuda and Google Scholar platforms; keywords included "Construction Digitalization," "Occupational Health and Safety Management System (OHSMS)," "Building Information Modeling (BIM)," "Construction Safety Technology," and "Digital Integration Barriers" within the context of the Indonesian construction industry.

Results: The integration of technologies such as BIM, artificial intelligence (AI), and drones enables early hazard detection and provides objective monitoring. However, implementation is hindered by three main obstacles: financial burdens (capital/operational expenditures) and technical/environmental vulnerabilities; skills gaps resulting from inadequate training; and cultural resistance alongside privacy concerns among workers.

Conclusion: Digital technology essentially serves as a supporting tool. Successful implementation of digital OHSMS absolutely requires financial commitment from management, continuous human resource training, and the strict enforcement of sanctions.
