Asia Hygiene and Sanitation Program Governance School Lunch Program Students
Abstract
Background: School lunch programs are a crucial initiative for supporting students' health and nutritional status. In several Asian countries, challenges persist regarding hygiene and sanitation, food handling practices, temperature control, contamination prevention, and monitoring systems that have not yet been optimally implemented.
Purpose: To analyze and synthesize research findings on the governance and food safety of school lunch programs for students in Asia.
Method: This study is a systematic literature review of original articles published in English between 2015 and 2026, sourced from relevant and reputable academic databases. The literature search was conducted using international databases, namely PubMed, Google Scholar, and ScienceDirect. The search strategy employed a combination of keywords related to school meal programs, nutritional quality, food safety, and countries in the Asian region. Based on systematic identification and screening, 11 articles were deemed suitable for review and inclusion in the final synthesis.
Results: The findings indicate that effective school lunch program governance is characterized by structured menu planning, the involvement of nutritionists or trained personnel, clear nutritional standards, age-appropriate portioning, and periodic evaluation. Regarding food safety, studies emphasize the importance of hygiene and sanitation, food handling training, the separation of raw and cooked foods, temperature control, cross-contamination prevention, routine monitoring, and the implementation of PDCA and HACCP approaches.
Conclusion: School lunch programs in Asia require integrated governance to ensure that the meals provided to students are not only nutritious but also safe for consumption. Food safety must be a core component of program planning, implementation, oversight, and evaluation.
Suggestion: Schools, governments, and food service providers need to strengthen food handling training, enhance hygiene and sanitation oversight, implement food safety standards, and conduct routine monitoring and evaluation. Future research should examine the effectiveness of integrated food safety governance models in school lunch programs across various regional contexts in Asia.
