Healthcare Human Resource Management Strategy Private Hospitals Public Hospitals Technology Integration
Abstract
Background: Human resource management in hospitals significantly impacts service quality, operational efficiency, and organizational performance. Public and private hospitals face different challenges in HR management, particularly related to motivation, employee retention, and the implementation of technology in management systems. Despite increasing attention to strategic HR management, a knowledge gap remains regarding the impact of technology integration and institutional differences on workforce management, particularly for non-clinical staff.
Purpose: To analyze strategic HR management in healthcare, technology integration, and a comparative analysis between public and private hospitals.
Method: This study employed a scoping review with a systematic approach. Literature was obtained from the Scopus database, which includes English-language articles published between 2020 and 2026. Article selection was conducted using inclusion and exclusion criteria for empirical studies relevant to hospital HR management, technology integration, and workforce strategy. Data were synthesized thematically based on the main research themes.
Results: Private hospitals have greater flexibility in HR management and the implementation of new technologies, while public hospitals are often constrained by budgetary and bureaucratic constraints. Technologies such as artificial intelligence and digital management systems have been shown to improve operational efficiency and service quality. The motivation and retention of non-clinical staff are influenced by organizational support, incentives, and career development opportunities.
Conclusion: Strategic human resource management and technology integration significantly contribute to improving hospital performance and service quality. Differences between public and private hospitals impact managerial flexibility and innovation capacity.
Suggestion: Relevant institutions are encouraged to further explore strategies to motivate and retain non-clinical staff in hospitals, as this aspect remains relatively limited in the literature compared to clinical staff.
